That is TEMPLATES DESIGN... By using this we can change our Blog templates with easy interface... To have this You will be the template designer... Just follow the instructions below..
HOW TO USE THIS FEATURE IN BLOGGER
     Just Sign In to Your Blogger Account.. (www.blogger.com)... Then Select DESIGN and then click TEMPLATE DESIGNER then you will access Template Designer page..

                                 

(OR) This page can be accessed by clicking on DESIGN on the right side of Nova bar...
     By this page you will modify your blog template as you like with easy graphic interface.. You will also see Instant preview of the changes to your blog..

   After all done click APPLY TO BLOG to finish process...
